強める部分が、否定か限定の意味を持つ分裂文です。強める部分は be と that の間に置かれます。Not until ... did の倒置と違い、ここでは両方の節で主語と動詞の順がそのまま残るので、書き間違えにくいのです。 よくある誤り: 強める部分のあとは that で、when は使いません: It was not until 1990 when the law changed ✗、that the law changed ✓。
