这是英语中唯一既能放在所支配的名词短语前面、也能放在后面的词。意思是“尽管、不顾”，属于法律和公文语体。加上 that 后，还可以引导整个从句。 常见错误：不需要加 of：notwithstanding of the delay ✗, notwithstanding the delay ✓.
