Dùng khi không nêu ai là người nói, thường gặp trong tin tức. Có hai dạng: bắt đầu bằng It, hoặc đưa chủ ngữ thật lên đầu rồi dùng to cộng nguyên thể. Bẫy thường gặp: Hai dạng không trộn được: It is said to be unsafe ✓ và It is said that it is unsafe ✓, nhưng It is said that to be unsafe ✗.
